The UC Prez Couldn't Say No

Despite all the recent obituary articles on Nancy Reagan, just saying NO to the PEPRA pension cap that came out of the Committee of Two deal was something the UC prez couldn't do. Basically, she will recommend the deal to the Regents "as is."
